PurposeofJob: CategoryManager ToberesponsibletotheCategoryLeadfor: CategoryManager ProvidingexcellentseniorlevelcommercialadvicetosupporttheCounciltoachieveit'scorporateobjectives. WorkinginpartnershipwiththerelevantDepartment,actingasakeystrategicadviseroncomplexprocurementmatters,managingprocurementprojectsofhighvalue,complexityand/orrisktothecouncilandtoguideandadvisetherelevantdepartment(s)toachievethetwinobjectivesofvalueformoneyandsocialvalue.

Providingexperttechnicalinformation,advice,guidanceandchallengeonallaspectsoftheprocurementprocesstointernalcustomers Managingrelationshipswiththirdpartypartners,andtoensurethatanypotentialriskswithinprocurementsareeffectivelymanagedtosafeguardsuccessfuldeliveryofoutcomes.

Specialising(althoughnotexclusively)oncontractingactivitywithincertaincategoriesofspendorcertainclassesofcontractactivitysoastogainfamiliarlywithcertainserviceconsiderations ContributingtoCouncil-wideandserviceareasinitiativesthatwillachieveandimplementthecorporateobjectives.

Providingeffective: procurementprogrammeandriskmanagement applicationofcorporateprocurementstandardsandcontrols managementofpeople,resourcesandoperationsasmayberequiredforidentifiedkeyprocurementprojectswithintheserviceareas.

MainDuties: CategoryManager ToworkalongsidetheCategoryLeadintheserviceareayouareallocatedtodevelopandimplementcategoryprocurementstrategiesanddevelopandimplementrobustforwardprocurementplans,includingsettingtargetswhichcontributestothedeliveryoftheMediumTermFinancialStrategyandotherkeyCouncilpolices ToprovideexpertstrategicprocurementandcontractmanagementadvicetoseniormanagersandofficersacrosstheCouncil.

Toprovidecontractualadviceandleadend-to-endprocurementprocessesacrosstheCouncilincludingcomplexandhighvaluecontracts,andactingtheroleofCategoryManagerasakeymemberoftheprojectteam. Toprovidequalityadviceandguidancetointernalcustomersonallaspectsoftheprocurementprocess,supportedbyexperttechnicalknowledgeincludingrelevantlegislationandbestpractice.

Toapplythetoolsandtechniquesofstrategicsourcingtoachievebusinessoutcomesthroughsoundmarketanalysis,commercialacumenandstrategyformulation,resultinginimprovedqualityofservicesand/orfinancialsavingsand,inallcases,valueformoney.

Toworkcloselywithstakeholderstoensureprocurementactivitymeetsbusinessneeds,whileprovidingobjectiveadviceandguidance,forinstanceintenderevaluationandmoderation. Tomanagemulti-disciplinedteamstoachieveacommonoutcomeandtoprovideguidanceandsupervisiontoProcurementOfficersassignedtosupportprojects.

EnsureprocurementexercisesarecompliantwithrequirementssuchaswithNationalRules(ProcurementActand/orProviderSelectionRegime)andtheSocialValueAct,plusadditionalwiderCouncilobjectivesincludingSustainabilityandFairTax.
