Job Title: Senior Residential Licensing Officer Location: Croydon, CR0 1EA - Hybrid Working - 3 days office / 2 days remote (travel around borough) Daily rate £335 PAYE Contract Length: 3 -month contract (possibility of extension) Working Pattern: Full Time, Monday - Friday, 36 hours ASAP Start About the Role The London Borough of Croydon is introducing new Selective Licensing and Additional HMO Licensing schemes alongside its existing Mandatory HMO Licensing programme.

To support the successful mobilisation and delivery of these schemes, we are seeking an experienced Senior Residential Licensing Officer to provide technical leadership and operational oversight within the Council's retained licensing function.

This is an exciting opportunity for an experienced housing, regulatory or property licensing professional to play a key role in ensuring that residential licensing activities are delivered efficiently, compliantly and in accordance with legislative requirements. Key Responsibilities As Senior Residential Licensing Officer,

you will

Provide senior technical advice and oversight across Selective, Additional HMO and Mandatory HMO Licensing. Review and manage complex or escalated licensing cases. Support statutory decision-making processes and licence determinations.

Provide guidance and support to licensing officers and other members of the licensing team. Undertake quality assurance of licensing decisions, documentation and case records. Identify cases requiring further investigation, inspection, compliance intervention or enforcement referral.

Coordinate and schedule property inspections and compliance activity with delivery partners and enforcement teams. Monitor inspection outcomes and ensure appropriate follow-up actions are completed. Liaise with landlords, managing agents and other stakeholders on complex licensing matters.

Support landlord engagement activities, including forums, guidance sessions and promotional initiatives. Contribute to the development and improvement of licensing procedures, guidance and operational processes. Monitor workloads, case progression and emerging operational risks.
